1 800 686 9921Paul Hightower was accused of repeatedly sexually abusing at least two minors during his time at Nazareth Child Care Center, a children’s home in Jamaica Plain. According to personnel files released in January 2003, allegations of abuse at Nazareth have been connected to the period in which Hightower was associated with the facility, though sources differ on the precise timeline of his role there. Hightower attended Cardinal O’Connell Seminary from 1965 to 1968 but was never ordained. After leaving the seminary, he became a Boy Scout leader but was reportedly dismissed following an allegation that he assaulted a Scout. He married, raised a family, and died in 1994 at age 47.
Five claims of sexual abuse were settled as of May 2010. Despite this, Hightower was omitted from the Boston Archdiocese’s official 2011 public database of accused clergy — a gap later identified by the Boston Globe’s review of names excluded from Cardinal O’Malley’s list.
The allegations, if true, describe a troubling pattern of predatory behavior across multiple settings — both a religious institution and a secular youth organization — and highlight the serious harm that can occur when institutions fail to adequately supervise those with access to children.

For over two decades, we have focused solely on advocating for survivors, combining legal skill with compassion to guide them toward justice and healing.
We are honored to have guided thousands of survivors through the legal process, offering support, advocacy, and the resources they need to reclaim their lives.
Those who report experiencing sexual abuse by Paul Hightower may be able to pursue civil claims. Depending on the circumstances, survivors may be able to bring claims against institutions for negligent supervision, failure to report abuse, or inadequate oversight of individuals in positions of trust. Even when a perpetrator is deceased, institutional liability may remain a viable avenue. An attorney can evaluate whether a claim may be available under current Massachusetts law.
Civil litigation may provide financial compensation for emotional trauma and may offer formal recognition of harm, which some survivors find to be an important part of reclaiming their narrative. Legal action can also reinforce institutional accountability, helping to expose systemic failures and encourage reforms in oversight practices. Civil remedies may offer survivors a path toward acknowledgment, allow them to assert their experiences on the record, and contribute to the formal documentation of past institutional failures.
