A Place Meant for Safety, Betrayed by Negligence
Polinsky Children’s Center was supposed to be a safe haven for children removed from abusive or neglectful homes. Operated by the San Diego County Health and Human Services Agency, it served children from birth to age 17, offering temporary shelter and care. But the center failed in its most basic responsibility — to protect those in its care.
Our firm’s investigation has uncovered allegations that staff members sexually abused children and that the County failed to act on reports, intimidate victims into silence, and protect known abusers. These failures were not isolated incidents but rather part of a systemic breakdown that continued for decades.

At a recent press conference held by Herman Law, several survivors came forward to share their stories. Their testimonies were heartbreaking and powerful:
“We were young, and we didn’t have a choice in what was done to us, but we do today,” one survivor said. “Today, I am old enough to come forward and not only stand up for myself but also for other children in Polinsky Children’s Center’s care.”
