A Baltimore County high school teacher is facing multiple felony charges for allegedly grooming and sexually abusing female students—raising serious concerns about how educators may exploit their positions of trust.
Sean Allen Brooks, 40, was charged in June 2025 with three counts of sex abuse of a minor. A physical education and health teacher at Perry Hall High School since 2017, Brooks is accused of abusing his role to target vulnerable students from August 2022 to March 2025. If convicted on all counts, he faces up to 75 years in prison.
According to charging documents obtained by Patch, Brooks allegedly kissed students on the forehead and neck, massaged their shoulders, and engaged in inappropriate conversations about sex and masturbation. He reportedly singled out girls who were dealing with issues with their fathers or their father passing away, inviting them into secluded areas of the school under the guise of mentorship and support.
Police allege that Brooks was grooming these students, a manipulative process that involves selecting vulnerable victims, building emotional trust, and gradually introducing sexualized behavior. A detective assigned to the case described a clear pattern: Brooks would isolate students, encourage them to confide in him, and then initiate physical and verbal boundary violations.
Among the more disturbing allegations are reports that Brooks asked a student to draw a picture of her genitalia and describe how she masturbates. He told another she could be a porn star when she is older and that he would be her manager and described his own sexual history in graphic detail. Multiple students also reported him rating their appearance and calling them terms like “cutie,” “perfect,” and “hot.”
One witness at the school reported seeing Brooks massaging a student who was kneeling in front of his desk. A teacher also reportedly sent a photo of Brooks massaging a student’s shoulders to the Perry Hall High School principal and stated that several students had approached the teacher to report Brooks’ concerning behavior and comments.
Brooks has been placed on administrative leave and is barred from Baltimore County Public Schools (BCPS) property. BCPS officials say they are cooperating fully with law enforcement.
