He taught as a part-time religion teacher at Bishop Stang High School during the 1969–70 and 1970–71 school years and also served as Director of St. Mary’s Home for children in New Bedford in 1970. These roles gave him access to minors in both educational and residential care settings.
The Diocese of Fall River publicly named Norton on its list of credibly accused clergy on January 7, 2021, acknowledging that allegations of sexual abuse against him had been investigated and found to meet the diocese’s credibility standard. The specific details of the allegations against Norton have not been widely publicized, but his inclusion on the diocesan list represents an official acknowledgment that allegations made against him were found to have sufficient credibility to warrant public disclosure. Norton died in 2004, approximately seventeen years before his name appeared on the diocesan list.
