1 800 686 9921Father Ross S. Frey was a Melkite priest affiliated with the Basilian Salvatorian Order who served in Massachusetts from the early 1970s through the mid-1990s. During this time, he was accused of sexually abusing numerous adolescent boys, including alleged incidents occurring between 1973 and 1984 during weekend retreats at St. Basil Salvatorian Center in Methuen. Following these allegations, Frey received treatment and was transferred to Lebanon in 1995, reportedly after a police officer warned the order of impending bad publicity. He was later placed on administrative leave, though records indicate he remained in active ministry as of December 2002 at Notre Dame University in Lebanon.
In addition to the earlier allegations, new accusers came forward in 2012 with reports of sexual abuse occurring between 1986 and 1991 in Lawrence, Massachusetts. A civil lawsuit involving 12 plaintiffs was settled in 1999 for $240,000. Despite the multiple allegations spanning several decades, Frey was omitted from the Boston Archdiocese’s official list of accused clergy — a decision attributed to the fact that he was a religious order priest rather than a diocesan priest. Father Frey died on June 20, 2014.

Survivors of Father Ross S. Frey may face complex legal and emotional challenges, given the long span of alleged sexual abuse and the involvement of multiple institutions. Civil litigation may provide a path to accountability and may allow survivors to assert claims against the religious institutions responsible for Frey’s supervision — including the Archdiocese of Boston, the Basilian Salvatorian Order, and the Melkite Catholic Church — for their potential failure to adequately supervise clergy and protect minors. Massachusetts law may allow survivors to pursue civil claims for negligence in the hiring, retention, or supervision of clergy, and such claims may also seek damages for emotional and psychological harm.
Civil remedies serve to protect future generations by holding institutions accountable for patterns of misconduct that allowed abuse to persist. Each lawsuit that reaches resolution underscores the responsibility of religious organizations to maintain safe environments for children and reflects the consequences when they fail in that duty. For some survivors of Father Ross S. Frey, pursuing civil claims may be both a step toward personal healing and a means of holding institutions accountable for the systemic failures that permitted the abuse to continue.
Every survivor deserves compassion and acknowledgment. This video explains how civil law empowers individuals harmed by clergy abuse to pursue accountability and closure. Justice extends beyond courtrooms; it allows survivors to reclaim their voice and aids them on their healing journey. Survivors across Massachusetts continue proving that truth carries strength and healing begins with being heard.
