1 800 686 9921Monsignor Raymond J. Page was originally ordained for the Diocese of Springfield in 1946, before the Diocese of Worcester was established. In a 2005 lawsuit, his nephew alleged that Page sexually abused him beginning at approximately age ten, with the abuse continuing throughout the 1950s. The lawsuit further alleged that the plaintiff’s access to four other priests who also abused him was facilitated through his relationship with Page. Page served as Vicar General of the Diocese of Worcester beginning in 1983. According to BishopAccountability.org, in that capacity he received information about abuse by other clergy — including Revs. Jean Paul Gagnon, Thomas Teczar, and Robert Kelley — but no action was taken. Monsignor Page passed away in 1998.
Cases like this one illustrate the profound impact of clerical sexual abuse combined with institutional inaction. Survivors may face lifelong emotional and psychological consequences, and the delayed reporting seen in many such cases reflects the significant barriers victims encounter before coming forward. A family member of the accuser publicly questioned the validity of the allegations; as with all civil claims, the allegations have not been proven and all accused parties are presumed not liable unless a court determines otherwise. For those who believe they may have been harmed, legal avenues may allow survivors to seek formal recognition and accountability for their experiences.
With decades of dedicated advocacy, we have held abusers and institutions accountable, helping survivors secure justice and the resources to move forward.

Civil litigation may offer survivors a path toward accountability and acknowledgment, even when the accused priest has since passed away. In cases involving allegations against clergy like Monsignor Page, civil claims may examine both the alleged conduct of the individual priest and the broader institutional responsibility of diocesan leadership — including whether supervisory officials were aware of misconduct and failed to act. Page’s position as Vicar General makes the latter question particularly relevant to any potential claim involving the Worcester Diocese.
Massachusetts law may provide mechanisms to hold institutions accountable even when survivors do not come forward until many years later, though the availability and viability of any legal claim depends on the specific facts of each individual case. If successful, legal action may result in formal acknowledgment of harm, financial compensation, and public documentation of alleged misconduct. Through legal action, survivors may also contribute to broader institutional reform, potentially encouraging dioceses to strengthen policies and oversight to protect children. Legal recognition may support both personal healing and systemic change.
Every survivor deserves compassion and acknowledgment. This video explains how civil law empowers individuals harmed by clergy abuse to pursue accountability and closure. Justice extends beyond courtrooms; it allows survivors to reclaim their voice and aids them on their healing journey. Survivors across Massachusetts continue proving that truth carries strength and healing begins with being heard.
