1 800 686 9921Father Norman R. Jalbert served as a guidance counselor at Holy Name Central Catholic Junior/Senior High School from 1971 to 1984. Allegations against him emerged in 2003, with at least two individuals publicly accusing him of sexual assault and reports suggesting as many as six victims may have come forward. Some of the alleged sexual assaults took place at a camp that Jalbert owned in Spencer, Massachusetts.
One accuser reported that he attempted to alert the school’s headmaster while the abuse was occurring, but before he could speak, Jalbert was called into the room — preventing the disclosure from ever being made. Accounts from multiple survivors describe abuse that continued over extended periods, carried out under the guise of a guidance counselor’s role — a position that placed Jalbert in a position of trust and authority over students. Jalbert died in May 1994. His name has been documented by BishopAccountability.org, an independent organization that tracks publicly accused clergy, among its records of accused priests in the Diocese of Worcester.

Survivors of clergy sexual abuse may have legal options available to them, even given the historical nature of these offenses. Depending on the specific facts of each case, Massachusetts civil courts may allow survivors to bring claims for physical and psychological harm, counseling costs, and other damages related to the sexual abuse they experienced.
Even where the accused has died, civil law may still provide pathways for survivors to pursue claims against the diocese or affiliated organizations — particularly where evidence of negligence or inadequate institutional oversight may exist. An experienced attorney can help survivors evaluate their options, gather supporting evidence, navigate procedural requirements, and determine whether a civil claim may be viable.
For some survivors, pursuing civil action can be a meaningful step toward acknowledgment and accountability — an affirmation that their experiences matter and that institutions bear responsibility for protecting those in their care. Civil litigation can also contribute to broader accountability, reinforcing that clergy abuse demands a response from the institutions that enabled it.
