1 800 686 9921Father John M. Picardi, Jr. served in multiple parishes under the Archdiocese of Boston and was the subject of sexual abuse allegations spanning more than a decade. In 1992, he was accused of sexually assaulting a male youth minister in his late twenties during a trip to Florida — an incident that internal church records indicate Picardi admitted to archdiocesan officials. He was placed on sick leave and sent for counseling.
In 1995, while serving on loan to the Diocese of Paterson, New Jersey, a 12-year-old girl reported that Picardi had abused her. A New Jersey child welfare investigation found that his actions placed the child at unnecessary risk of harm and recommended he never be assigned to any role involving contact with children. Boston’s internal review board concluded the allegation against the child could not be substantiated by the Church’s own standard, and Picardi was subsequently transferred to the Diocese of Phoenix, Arizona, in 1997.
In early 2003, previously confidential church files were released publicly by court order in Massachusetts, exposing the full history of allegations against Picardi. The Diocese of Phoenix placed him on administrative leave in response. The Archdiocese of Boston included Picardi on its published list of clergy whose allegations were found unsubstantiated following review; as of 2015, he remained on medical leave with no ministry restrictions. Father Picardi passed away on April 30, 2020, in Haverhill, Massachusetts.

Picardi’s case reflects a pattern documented across multiple dioceses: rather than removing a priest following credible internal admissions and child welfare findings, Church officials arranged successive transfers — from Boston to New Jersey to Arizona — while withholding the full scope of known allegations from receiving dioceses and parishioners. Cardinal Law’s 1997 letter to Phoenix Bishop Thomas O’Brien acknowledged only limited details of Picardi’s history and described the Florida incident in minimizing terms, omitting that Picardi himself had characterized it as a rape.
For survivors, the gap between internal Church processes and legal accountability may be significant. Civil litigation may offer a pathway to accountability that internal reviews do not. Massachusetts law may provide avenues for claims involving alleged abuse, failure to supervise, or institutional negligence, though eligibility will depend on the specific facts of each case and applicable legal deadlines.
