1 800 686 9921Father George Roulier, known as “Rusty,” was a member of the Missionary Oblates of Mary Immaculate and was ordained in 1954. He served across multiple locations including Haiti, New York, New Hampshire, and Massachusetts. In February 2002, an accuser in Massachusetts alleged that Roulier had sexually abused an 11-year-old boy in the rectory of St. Angela’s Parish in Mattapan, where Roulier had been assigned at some point beginning around 1983. He remained assigned to that parish until his death in 1987.
In 2004, a separate allegation surfaced when a woman reported to the Diocese of Manchester that her brother had memories of sexual abuse by Roulier in the 1970s, when the brother was approximately ten years old, during Roulier’s time at Immaculate Conception Parish in Nashua, New Hampshire. In 2005, a woman separately reported to New Hampshire Catholic Charities that Roulier had molested her around 1980, near the time of her First Communion. A third allegation from New Hampshire has also been documented, involving an accusation of sexual abuse of a 13-year-old boy in Nashua between 1978 and 1980. The allegations span multiple states and multiple years and involve victims of different ages and backgrounds.
Father Roulier does not appear on the Archdiocese of Boston’s database of accused clergy, published in August 2011. The Archdiocese stated at the time that it excluded religious order priests from that list on the grounds that such matters fall under the jurisdiction of the priest’s order rather than the diocese — a policy that may itself raise questions about the completeness of institutional disclosure and the accountability of religious orders for the conduct of their members.

For survivors, gaps in public records — regardless of their stated rationale — can create additional barriers to understanding their own experiences within a broader pattern of known misconduct.
Civil accountability in cases involving deceased clergy may remain a viable avenue of pursuit, as legal attention may appropriately turn to the institutions responsible for oversight during the years he served. Whether a civil claim may be pursued depends on the specific facts of each survivor’s circumstances and the applicable law.
