Sexual Assault Suit Filed Against Jefferson County Board of Education


Doe v. Jefferson County BOE Complaint

WHAT: JEFF HERMAN (, a nationally-recognized attorney for victims of sexual abuse, announces the filing of a lawsuit against the JEFFERSON COUNTY BOARD OF EDUCATION, E. TONY ROMAN (Assistant Principal), and TERRY TAYLOR (Teacher) for the repeated sexual assault of a student by another student at JEFFERSON HIGH SCHOOL.

According to the Complaint:

  • JANE DOE was a student with an intellectual disability and special needs, receiving special services at JEFFERSON HIGH SCHOOL.
  • In 2014, JANE DOE was sexually assaulted on multiple occasions by a fellow student in the same special needs high school class.  These assaults occurred on school premises and school trips.
  • These incidents were reported to E. TONY ROMAN and TERRY TAYLOR, but no actions were taken to protect JANE DOE from further sexual assault.
  • JANE DOE was continually sexually abused by the fellow student until her mother removed her from the School in 2015.
  • JEFERSON COUNTY SCHOOL BOARD were negligent and violated Title IX of the Education Amendments of 1972 and Title II of the Americans with Disabilities Act.

JANE DOE v. JEFFERSON COUNTY BOARD OF EDUCATION, E.TONY ROMAN and TERRY TAYLOR was filed August 21, 2017 in the Circuit Court of Jefferson County, West Virginia.

Jeff Herman, the attorney for the victim in this case, stated: “A school must never needlessly endanger children. When it comes to protecting kids, schools should always make the safest choice.”
