Victim’s attorney Jeff Herman announces the filing of a lawsuit alleging sexual abuse committed on a 14 year old female patient by the Admissions Coordinator, Timothy Carroll, at a residential treatment center for children with severe psychological and behavioral issues.
Carroll was arrested and charged with multiple criminal counts, including child molestation, sexual battery and sexual assault by the Richmond County Police Department. The charges relate the sexual assault of Jane and another minor female at the facility. Carroll is the second Lighthouse employee arrested in 2017 on sexual assault charges on a patient at the facility.
According to the complaint, upon her admission in July, 2017 to Lighthouse Care Center [for depression and attempted suicide], Jane Doe was introduced to Carroll, who was specifically informed by the girl’s mother of Jane Doe’s sexualized behaviors and the resulting need to be vigilant in keeping her separated from males. Instead of being sensitive to this issue in the interests of healing Jane Carroll seized on the opportunity presented by Jane’s presence for his own sexual gratification.
The lawsuit further alleges that during his intake of Jane, he made sexually aggressive comments to her and showed her sexual photos on his cell phone, including one of him holding his exposed erect penis. Some weeks later, Carroll summoned Jane inside the Lighthouse Care Center facility, whereupon he committed multiple acts of sexual assault on Jane in his office, and in a conference room he knew was outside the range of surveillance cameras. These acts included digital penetration and oral sex. Staff caught Jane Doe and Carroll alone is his office and reported their concerns to management. Despite the report, no actions were taken to protect Jane.
The complaint further alleges that the following day, Jane Doe disclosed these acts of sexual abuse to individuals including a Lighthouse Care Center employee. Lighthouse Care Center knew or should have known that Carroll would engage in sexual misconduct with Jane Doe if given access to her, yet on that same day Carroll was allowed to escort Jane Doe one-on-one out of her unit, at which time he again sexually abused her.
Universal Health Services, Inc. which owns and operates Lighthouse Care Center of Augusta, is one of the nation’s largest healthcare management companies. Upon information and belief, it operates 200 psychiatric facilities and cares for over 450,000 mental health patients.
